The Visitor to Western Delta University, Chief James Onanefe Ibori, is a prominent Nigerian statesman, widely recognized for his contributions to Delta State's political landscape and his impactful involvement in national affairs. Born on August 4, 1959, to the family of late Chief Ukavbe Ibori and Mrs. Comfort Oji Ibori of Otefe in Oghara clan, Ethiope West Local Government Area of Delta State, he attended Baptist High School, Oghareki, now Oghareki Grammar School, before proceeding to the University of Benin where he obtained a Bachelor of Science degree in Economics and Statistics.

Chief Ibori's political career took off in the early 1990s, and he quickly rose through the ranks due to his charisma, strategic thinking, and dedication to public service. He served as the Governor of Delta State from 1999 to 2007, making significant strides in areas such as infrastructure, education, and healthcare during his tenure.

One of Chief Ibori's notable achievements was his focus on infrastructural development. Under his leadership, Delta State witnessed the implementation of projects that aimed to improve the lives of its residents. Roads, bridges, and other critical infrastructure projects became emblematic of his commitment to transforming the state.
